Following the aftermath of the first installment, Spree is the new boss of the underworld of Bedrock. The consequences of his actions has brought a new threat in Niko, Buff's cousin. As the two gangsters wage war against one another, Kaleen, Andrew, and Richard, start to form a team of their own to take back control of their city and rid it of gangs.
