That's the question faced by ex-Navy SEAL Trace Austin when the President decides he must eliminate the five people who know his deadly secret -- a secret which could send him to prison for the rest of his life.

Trace's problem began with OPERATION TESTING GROUND -- the biological weapon attack launched by the U.
